The water department attempts to notify customers that have abnormally high-water usage. Typically, when customers have unusually high consumption it can be attributed to a leaking toilet. Put a few drops of food coloring in the back of the tank. If it shows up in the bowl, without the toilet being flushed, the toilet tank valve is leaking.
